Attorney and Counselor-at-Law, admitted in Mexico in 1988, and in the State of New York in 1991. Mr. López-Velarde received his J.D. Degree (Licenciado en Derecho), summa cum laude, from the Universidad Iberoamericana Law School in 1988, and earned his LL.M. degree from University of Houston Law Center in 1989.

Mr. López-Velarde held various positions at Pemex during 1988-1993, including that of Financial Advisor to the Finance Department, In-House Counsel in Houston, Texas, In-House Counsel in New York, and Head of the International Legal Department of Pemex. He was honored with the “Most Distinguished Attorney Award” of Pemex for the period 1990-1991.

Mr. López-Velarde practice concentrates on international business transactions, with special emphasis on international energy matters, NAFTA, and international business transactions.

Mr. López-Velarde is the former Chairman of the Energy Committee of the Mexican Bar Association, and currently he is the President for the Latin America Chapter of the Association of the International Petroleum Negotiators (AIPN).  

Mr. López-Velarde was a Professor of Private International Law at the Universidad Iberoamericana Law School from 1992-2000, was Visiting Professor of Judicial Process on the Mexican Legal Studies Program at the University of Houston Law Center, and he is currently the director of the Energy Law Seminar organized between the Universidad Iberoamericana and the Mexican Bar Association. He has been an active speaker on numerous occasions, and has extensively published articles on international law in Mexico, U.S., Canada, Europe and South America. He is a member of the Mexican Bar Association, the American Bar Association and the Mexican Academy of Private International Law, among other associations. He is the Mexican representative of the Editorial Board of the Oil & Gas Law and Taxation Review, the U.K.-based International Law Office, and the Oil & Gas Committee of the International Bar Association, and Editorial Board of the Journal of Energy & Natural Resources Law of the International Bar Association.

Mr. López-Velarde has been appointed by the Mexican Government as representative in the NAFTA Advisory Committee on Private Commercial Disputes, and has been designated as arbitrator in NAFTA-related commercial arbitration proceedings.

Mr. López-Velarde is considered by Euromoney, Who is Who and Latin Lawyer as one of the top energy lawyers in the world.

He obtained his LL.M. degree in 1993 from the University of Houston Law Center and his MBA from IPADE in 1999. He is the former General Counsel of Mexico’s Federal Competition Commission, from 1996 to 2000. Mr. Elizondo was part of the Working Group formed under NAFTA’s article 1501 and advised Mexico on the Bilateral Antitrust agreement with the USA.

He was also an in-house counsel with the Pemex Houston Legal Department, and a visiting attorney at the Houston, Texas law firm Crady, Jewett & McCulley, L.L.P.

He has been professor of Antitrust Law at Universidad Panamericana and ITAM law schools. In January 2002, he was appointed by the President of Mexico, Vicente Fox, Commissioner of the Federal Telecommunications Commission.

In September 2002 he joined Lopez Velarde, Heftye y Soria, S.C. as head of its telecommunications practice. His legal practice focuses in telecommunications, stock capital, corporate and debt restructures, mergers and acquisitions, international co-investments, infrastructure and project financing.

He has actively participated in mergers and acquisitions of telecommunication companies.
He has broad experience in representing telecommunications companies in Mexico as well as in South America.

His expertise in representing telecommunication companies includes the representation of several foreign and domestic companies in a broad range of telecommunication services, including, among others, local and long distance services, cellular services, satellite services, cable television, open radio and television, value added services and remote communication services (such as mobile radio localization).

He has advised companies regarding the structure, negotiation, bidding process, permits and authorization for local service, fixed and mobile, wire, wireless and long distance services. In addition, he has represented and advised clients regarding the establishment and operation of diverse telecommunication services.

Mr. Jiménez is a fulbrightt scholar professor in the Graduate Studies Division of the Universidad Iberoamericana, where he teaches Energy Law. He is a regular contributor of articles for the North American Free Trade and Investment Report, and the Latin American Law and Business Report.

He writes on the topics of foreign investment and legal aspects affecting international business in Mexico. He is also an active speaker on these topics. Mr. Jiménez has published legal materials on energy and antitrust in law reviews in Mexico and Europe. Mario Piana obtained his law degree in 1996 (Licenciado en Derecho) from the Instituto Tecnológico Autónomo de México (ITAM). He has postgraduate studies in Obligations and Contracts from Escuela Libre de Derecho.

He has spent most of his professional practice in prominent law firms in Mexico City. During the years of 2001 and 2002 he was invited as visiting foreign lawyer in the law firm of Vinson & Elkins in Houston, Texas.

Attorney and counselor at law admitted in Mexico in 1993. He obtained his law degree from Universidad La Salle, and a Master degree in International Banking and Financial Law from Boston University.

His career experience has been mainly within the financial sector, public and private. He has been legal manager for a banking group. In the federal government, at the Nation’s Treasury, he was Secretary to the Treasurer and Deputy Director General for assets disposition and management. At the Treasury, he led the last reform to the Treasury law.

From 2001 to 2004 he was Director General of Issuers at the National Banking and Securities Commission (CNBV), participating in the reform of 2001 of the securities market law to introduce principles of corporate governance in the legislation for the first time, and a new debt instrument, specially created for the capital markets.

From 2004 to 2007, he was Vice President of Securities Market Regulation at the CNBV, where he coordinated a working group of authorities and renowned practitioners that drafted a new securities market law, to promote private equity, corporate governance and foster investors’ protection, passed by congress in 2005.

He has been a professor of securities and financial law, and corporate law at Universidad La Salle and securities market and derivatives at the Seminar of Financial Law at Universidad Iberoamericana, where he received an award as one of the university’s best postgraduate professors.

He has published articles related with securities law in the monthly publication of the Mexican Institute of Public Accountants, and invited to collaborate in publications related to securities regulation.

He is a frequent speaker in seminars and conferences in Mexico and abroad in topics related with securities market regulation, corporate governance, private equity, derivatives, and investment funds.

Mr. Contreras was the resident partner of our Port of Tampico-Altamira office until August, 2005 when he moved to the Mexico City office. Prior to joining our Firm, Mr. Contreras was the Director of the Customs Administration of the Port of Altamira, the largest industrial and energy port of the north-east cost in Mexico. He also acted as Chief Regional Counsel for the North-Center Region for the Mexican Tax Service Administration, Chief of Staff of the General Directorate of Foreign Investment of the Ministry of Commerce and Advisor to the Ministry of Energy. He is a member of the Mexican Bar Association and the International Bar Association.
